THEREFORE BE IT FURTHER RESOLVED that should, at some future date, Ontario Power Generation submit a complete proposal, including reactor design, a new environmental process including panel review be initiated.

Resolution Calling For Dedicated Funding for Large-Scale Remedial Actions in the Next Canada-Ontario Agreement

THEREFORE BE IT RESOLVED that Great Lakes United, in concert with stakeholders, urge the Governments of Canada and Ontario to commit, on the signing of the next Canada-Ontario Agreement, to the establishment and resourcing of a 10-year, $ 1.0 billion (total) CDN fund, to be made available on a cost-share basis to municipalities for the implementation of large-scale ( (greater than $10 million CDN) Remedial Actions that address contaminated sediment, combined-sewer overflows, or other green or grey infrastructure upgrades as required to meet Beneficial Use Impairment delisting criteria in the remaining Canadian Areas of Concern.
THEREFORE BE IT FURTHER RESOLVED that Great Lakes United advocate that the Governments of Canada and Ontario determine cost-sharing formulae for large-scale Remedial Action projects in consultation with Area of Concern municipalities and other stakeholders.

Resolution Requesting Serious Opportunities for Public Input into Renegotiation of Great Lakes Water Quality Agreement

THEREFORE BE IT RESOLVED that Great Lakes United ask the Canadian and U.S. governments to provide a draft new GLWQA to the public for comment before finalization of the Agreement; and,
THEREFORE BE IT FURTHER RESOLVED that Great Lakes United and its member groups ask the Canadian and U.S. governments to hold at least two public meetings on Lake Michigan (one on the western and one on the eastern side of the basin), at least two public meetings on each of Lakes Ontario, Erie, Huron, and Superior (one on the Canadian and one on the U.S. side of each lake), and one in Montreal for citizen input into a draft Great Lakes Water Quality Agreement.

Resolution in Support of the Promotion of Green Infrastructure Policies and Practices

THEREFORE BE IT RESOLVED that Great Lakes United urge the provincial and state governments of the Great Lakes and St. Lawrence River region to give integrated watershed planning legal standing in water management instruments, including the Planning Act and Provincial Policy Statement, the Water Resources Act, Clean Water Act, and Conservation Authorities Act;

THEREFORE BE IT FURTHER RESOLVED that Great Lakes United urge the state and provincial governments of the Great Lakes and St. Lawrence River region to quantify the economic, social, environmental, and health benefits of green infrastructure, and that such accounting be inclusive of any savings realized from the extended life of existing grey infrastructure;

THEREFORE BE IT FURTHER RESOLVED that Great Lakes United urge municipalities and the state and provincial governments of the Great Lakes and St. Lawrence River region to set ambitious, achievable performance measures and targets to ensure sustainable water resources on a watershed and aquifer basis; such targets will take into consideration human, economic, and ecosystem needs;

Resolution in Opposition of Movement of Hazardous Cargo on the Great Lakes and St. Lawrence River

THEREFORE BE IT RESOLVED that Great Lakes United opposes setting the precedent of shipping radioactive waste metals and materials on the Great Lakes and St. Lawrence River.

THEREFORE BE IT FURTHER RESOLVED that Great Lakes United firmly opposes the shipping of any hazardous material in ice conditions;

THEREFORE BE IT FURTHER RESOLVED that Great Lakes United strongly recommends that the following conditions be met as it pertains to the movement of hazardous cargo on the Great Lakes and St. Lawrence River:
--An annual plan requiring routine joint binational federal, state and provincial spill drills/preparedness exercise in real-time scenarios and at varying times of year is in place and properly funded
--Thorough, independent assessment of equipment and personnel available to respond/contain/clean-up a spill (of any type and at any time of year) on the Great Lakes and St. Lawrence
--Improvements to cross-border coordination and communication.
--A system is in place and operational providing advance notification of local responders e.g. county/local emergency and/or fire departments when hazardous or nuclear materials transported through their communities via waterway
--Annual, public reporting of hazardous materials shipped via the seaway (materials and volume).

Resolution Against Radioactive Waste Metal and Materials Dispersal Into Consumer Products

THEREFORE BE IT RESOLVED that Great Lakes United:
--Opposes the deregulation, release, and dispersal of radioactive waste metals and materials into commerce and the environment;
--Opposes the processing for release, buying and selling of any materials or products from or made from materials that have been contaminated by nuclear power or weapons fuel chain facilities;
--Opposes setting the precedent of shipping radioactive waste metals and materials on the Great Lakes and St. Lawrence River.
--Advocates public policy which prohibits releases of radioactive wastes and materials into commerce or their unrestricted dumping; that radioactive waste metals and materials be regulated and isolated from the environment and public for their entire hazardous life; that all costs of recapturing, isolating and managing radioactive wastes and materials be borne by the generator;
--Appeals to all public officials at all levels to oppose and prohibit the deregulation of radioactive wastes and materials for “clearance,” “release,” “recycling,” “exemption,” listing them as “below regulatory concern,” or any other legalistic mechanism that results in dispersal of nuclear wastes and materials into public commerce or unrestricted dumping, or in any way being treated as if they were nonradioactive.

Resolution in support of the right of citizens to walk freely along the shore of the Great Lakes

Therefore be it resolved that Great Lakes United affirm its support of the right of all citizens to walk along the shores of the Great Lakes. Therefore be it further resolved that Great Lakes United draft a letter supporting the right of all citizens to walk along the shores of the Great Lakes and to pursue the endorsement of affiliated organizations and send this letter to applicable federal, state and provincial agencies and legislators, including Ontario MPPs on Bill 43.

Resolution in support of ‘no new water’ principle of water use management

Therefore be it resolved that Great Lakes United urge each jurisdiction in the Great Lakes-St. Lawrence River Basin to pursue a goal of No New Water by living within their existing water quantities and sources, including accommodating any community growth within existing water supplies.

Therefore be it further resolved that Great Lakes United push for the goal of no new water in the conservation plans in development as per the Great Lakes–St. Lawrence River Basin Sustainable Water Resources Agreement.

Therefore be it further resolved that Great Lakes United urge each Great Lakes-St. Lawrence River jurisdiction to direct funds towards the conservation and reuse of water in lieu of expansion of existing water sources and development of new water sources.

Resolution regarding artificial water fluoridation

Therefore be it resolved that Great Lakes United supports statements by the United States Environmental Protection Agency labor unions, Canadian Association of Physicians for the Environment (CAPE), and professionals wordwide that the practice of artificial drinking water fluoridation be terminated. Therefore be it further resolved that Great Lakes United works to reverse existing government policies supporting artificial drinking water fluoridation.

Resolution on the proliferation of industrial livestock operations, such as Concentrated Animal Feeding Operations

Therefore be it resolved that Great Lakes United supports a precautionary moratorium on all new or expanding Concentrated Animal Feeding Operations (CAFOs) that produce untreated animal waste; and, Therefore be it further resolved that Great Lakes United supports: The improvement and similar wastewater transportation, delivery, and treatment systems on each CAFO site within the Great Lakes watershed, at least as stringent as the U.S. federal or Canadian provincial water quality mandates and standards required of municipalities producing the same volume of human waste; and that these improvements should apply to all medium and large livestock operations; and, that safe nutrient management practices and disposal of sludge should be included in the requirements in order to maintain adequate water quality standards in ground and surface waters.

Resolution in opposition to third commercial lock in Sault Ste Marie

Therefore be it resolved that Great Lakes United recognizes the need for repair and maintenance of the Great Lakes-St. Lawrence Seaway at current configurations to ensure worker and shipping safety; and, Therefore be it further resolved that Great Lakes United opposes the construction of a third commercial lock at Sault Ste. Marie, due to it being an unnecessary expenditure of nearly half a billion dollars on an unjustified navigation project; and, Therefore be it further resolved that Great Lakes United urges new funding be allocated to restoring the Great Lakes and St. Lawrence River, and specifically addressing pressing navigation concerns and impacts, such as climate change and invasive species.

Resolution on the disposal of West Valley, New York Radioactive Reprocessing Wastes

Therefore, be it resolved that Great Lakes United urges the DOE and NYSERDA to immediately select the Site-wide Waste Removal cleanup approach at West Valley in order to effectively protect public health and the Great Lakes region from the West Valley’s hazardous radioactivity; and,
Therefore be it further resolved that Great Lakes United opposes radioactive waste reprocessing due to its inevitable risks of nuclear weapons proliferation and environmental devastation, as well as astronomical cost to taxpayers; and, Therefore be it further resolved to deliver a copy of this resolution to the appropriate DOE and NYSERDA officials by their June 8, 2009 deadline for public comments on the West Valley Draft Environmental Impact Statement and decommissioning plan, as well as to other government agencies and public officials.

Resolution concerning the pollution of the Great Lakes and St. Lawrence River by ionizing radiation

Therefore be it resolved that Great Lakes United take action to inform the general public, the U.S. and Canadian federal governments, other appropriate governing bodies, and the International Joint Commission of the health risks associated with pollution of the Great Lakes and the St. Lawrence River by ionizing radiation. Specifically, Great Lakes United will:
-draft a letter outlining these concerns to the U.S. and Canadian federal governments and the International Joint Commission; and,
-Ensure the coalition membership and concerned citizens are kept aware of this issue.

A Resolution to Support Renewable Energy Generation Modes, Efficiency, and Conservation to Mitigate Global Warming and Climate Change

Therefore be it resolved that Great Lakes United calls on our federal, state and provincial governments to immediately shift taxpayer funds away from fossil fuels and nuclear power into support for distributed renewable energy generators, energy efficiency, and conservation measures, to massively reduce greenhouse gas emissions and their health and environmental harms, and urgently try to mitigate as much as possible the effects of global warming and climate change.

A Resolution in Support of Minimizing Entrainment and Impingement in Water Intakes in the Great Lakes

Therefore be it resolved that Great Lakes United recommend that:
The Great Lakes Fishery Commission requests the regulators of Great Lakes states on the 316b fish kill permits to adopt short and long terms and conditions to 3316b intake permits.

The Great Lakes Fishery Commission requests that there also be a permit term and condition that would require payment to the Great Lakes Fishery Trust based on the quantity and type of fish kills to aide in research and programs that support and sustain fish in the Great Lakes.

Great Lakes states, provinces, tribes and First Nations adopt short and long terms and conditions to hydroelectric intake permits.

Resolution for a Moratorium on Uranium Exploitation in Great Lakes Basin

THEREFORE BE IT RESOLVED that Great Lakes United calls on the relevant federal, state and provincial governments to declare and enforce moratoria on uranium mining and exploration activities within the Great Lakes basin for the indefinite future.

A Resolution on the Declaration of Decommissioned Nuclear Power Reactor Sites and Subsequent Land Transfers

Therefore be it resolved that Great Lakes United strongly advises respective governments and jurisdictions to closely scrutinize the process and declaration of a decommissioned nuclear power reactor as "greenfield" or "brownfield". That a thorough, independent investigation to determine site characterization; liabilities; declarations of legacy contaminations; binding agreements; jurisdictional authority all be conducted prior to declaration of site status and prior to any transfer or lease of said properties. If after this scrutinization
remediation is indicated, then it is advised that remediation occur at the expense of current owner of said properties with a specific time table.

A resolution to oppose the construction of a waste tire to energy facility by Erie Renewable Energy in Erie, Pennsylvania that would combust 800 tons of tire derived fuel (TDF) per day

Therefore, Be It Resolved, that Great Lakes United, a basin wide organization concerned with the health of the Great Lakes and St. Lawrence ecosystem and its inhabitants opposes the construction of this plant.

A resolution to immediately amend the Canadian Nuclear Liability Act

Therefore be it resolved that Great Lakes United ask the Prime Minister of Canada to direct the Minister of Natural Resources to immediately amend the Nuclear Liability Act to increase the mandatory operator held insurance coverage to the present international monetary level and update and amend the Nuclear Liability Act at least at every five year interval.
