THEREFORE BE IT RESOLVED that Great Lakes United calls on the Federal Cabinet to immediately overrule the Minister's decision and direct her to make preparations for a full, independent panel environmental assessment hearing to fully address the health and social concerns expressed by the public.

THEREFORE BE IT RESOLVED that Great Lakes United commends the U.S. Government for
recognizing the importance of sea lamprey control and the need to pursue alternatives to lampricides; BE IT FURTHER RESOLVED that Great Lakes United commends the Canadian Federal Government for its increased commitment to the program; BE IT FINALLY RESOLVED that Great Lakes United urges the Congress of the United States to fund the commission at the proposed $12 million level so that it can continue to suppress sea lamprey populations in the Great Lakes while improving implementation and research into alternative sea lamprey control techniques.

Therefore be it resolved that Great Lakes United opposes the trading of any mercury emissions and reaffirms its support for the virtual elimination of the human use, generation and release of mercury to the environment.

Resolution on nuclear installation safety and security

Be it therefore resolved that Great Lakes United calls on the International Joint Commission to strongly recommend that the Parties: legislate a ban on the restart of laid-up nuclear reactors and on new nuclear power projects, and require nuclear plant owners and operators to immediately stop placing radioactive spent fuel containers at the shores of the Great Lakes, and Be it further resolved that Great Lakes United calls on the International Joint Commission to strongly recommend to the Parties power generated from nuclear and fossil-fueled stations be replaced by mandated energy conservation and renewable energy generation at an accelerated pace.

Resolution on Pickering "A" Nuclear Station

THEREFORE BE IT RESOLVED THAT:(1) Great Lakes United rcspcctfi~llyrc quests Canada's Minister of the Environment to appoint an independent panel to review the re-start of the Pickering "A" nuclear station; and (2) Great Lakes United respectfully requests the Environment Minister to instruct the panel to reconsider the scope of the review, and to include amongst other issues the review of a severe accident with loss of containment, alternative means of generating electricity, and an economic evaluation of the re-start proposal and its alternatives.

THEREFORE BE IT RESOLVED that Great Lakes United hereby supports full protection of all old growth from any logging or disturbance in Zoar Valley Multiple Use Areas and; BE IT FURTHER RESOLVED that Great Lakes United opposes any logging in the Valentine Flats and; BE IT FURTHER RESOLVED that Great Lakes United supports keeping Valentine Flats off limits to motorized vehicles.

Resolution on Regulating Mine Effluent

THEREFORE BE IT RESOLVED, that Great Lakes United, in concert with its member
groups, will exert pressure upon the federal government of Canada to ensure that the following elements are in place prior to passing the revised regulation into law: Acute lethality tests based on both rainbow trout and Daphnia magna; Lowered limits for pollutants on the MMLER list of substances; A legal link between the Environmental Effects Monitoring Program and the regulation; A national toxicity registry to give Canadians access to important monitoring information.

Resolution on the disposal of West Valley, New York Radioactive Reprocessing Wastes

Therefore, be it resolved that Great Lakes United urges the DOE and NYSERDA to immediately select the Site-wide Waste Removal cleanup approach at West Valley in order to effectively protect public health and the Great Lakes region from the West Valley’s hazardous radioactivity; and,
Therefore be it further resolved that Great Lakes United opposes radioactive waste reprocessing due to its inevitable risks of nuclear weapons proliferation and environmental devastation, as well as astronomical cost to taxpayers; and, Therefore be it further resolved to deliver a copy of this resolution to the appropriate DOE and NYSERDA officials by their June 8, 2009 deadline for public comments on the West Valley Draft Environmental Impact Statement and decommissioning plan, as well as to other government agencies and public officials.

THEREFORE BE IT RESOLVED that GLU urges maximum waste reduction, reuse, recycling
and composting efforts to dramatically reduce the waste of valuable resources and the contamination of the environment through disposal; AND BE IT FURTHER RESOLVED that GLU opposes the export of garbage korn communities where the garbage is generated; and BE IT FINALLY RESOLVED that GLU supports legislation prohibiting the flow of waste from one region to another, including legislation that will give individual states, provinces, municipalities, and tribal and First Nation territories the authority to prohibit the flow of such
waste across their borders.

Therefore be it resolved that Great Lakes United calls for a moratorium on new permits for sunken log extraction in the Great Lakes-St. Lawrence River basin.
Be it further resolved that Great Lakes United calls for environmentally sound scientific criteria for the issuance of permits across the wide range of aquatic habitats in the Great Lakes-St. Lawrence River basin.

Therefore be it resolved that Great Lakes United:

Urges the International Joint Commission to advocate strongly with the U.S. EPA
and Environment Canada to adopt strong rules which eliminate the discharge of
persistent toxic compounds from medical waste incinerators

Urges the International Joint Commission to advocate for and work with the
health care industry to adopt a materials policy which will lead to zero discharge of 4 persistent toxic compounds, and

Urges the U.S. EPA to adopt strong rules to eliminate the formation of dioxin and
the release of mercury by medical waste incinerators, and to encourage the health
care industry to adopt a materials policy which will lead to zero discharge of
persistent toxic substances.

Resolution on the Prevention of Aquatic Nuisance Species Introductions into the Great Lakes-St. Lawrence River Basin

Great Lakes United urges the governments of Canada and the United States to: Assess all vectors of ANS introductions, including intentional and unintentional, into the Great Lakes and determine the relative risk of each vector. Develop an action plan to prioritize and prevent ANS introductions from all vectors with set implementation deadlines. Develop mandatory federal enforcement programs for implementation of the action plan insuring provisions for citizen suit. Set criteria and standards for ballast water treatment and management that are subject to guaranteed periodic review and revision and that effectively reduce transfers of invasive organisms into and within the Great Lakes. Create and implement a thorough and effective screening process to ensure all policies, treatments and technologies are environmentally sound (as defined in the National Invasive Species Act).

Resolution on the proliferation of industrial livestock operations, such as Concentrated Animal Feeding Operations

Therefore be it resolved that Great Lakes United supports a precautionary moratorium on all new or expanding Concentrated Animal Feeding Operations (CAFOs) that produce untreated animal waste; and, Therefore be it further resolved that Great Lakes United supports: The improvement and similar wastewater transportation, delivery, and treatment systems on each CAFO site within the Great Lakes watershed, at least as stringent as the U.S. federal or Canadian provincial water quality mandates and standards required of municipalities producing the same volume of human waste; and that these improvements should apply to all medium and large livestock operations; and, that safe nutrient management practices and disposal of sludge should be included in the requirements in order to maintain adequate water quality standards in ground and surface waters.

Therefore be it resolved that Great Lakes United (GLU) and its members participate in the governments’ review of the GLWQA, and Be it further resolved that GLU confer with its members throughout the review process to develop positions on actions that should be taken as outcomes from the review, and Be it further resolved that GLU continue to consult with its members and communicate to the governments recommendations to improve the review process as it moves forward, and Be it finally resolved that GLU communicate to the governments that the review should first review the purpose and scope of the GLWQA and provide for broad public review, before review of Agreement and Annexes.

THEREFORE BE IT RESOLVED that the International Joint Commission is asked to fulfill the recommendations and objectives of Phase II of the Levels Reference Study for continued examination of the interests and issues identified, undertake science-based impact analyses of current and future water levels regulation plans, and release the results of these investigations to the public for review and input.

THEREFORE BE IT RESOLVED that Great Lakes United urges the suspension of the federal environmental assessment and licensing process currently underway for the construction of up to four new nuclear reactors at the Darlington Generating Station,
THEREFORE BE IT FURTHER RESOLVED that should, at some future date, Ontario Power Generation submit a complete proposal, including reactor design, a new environmental process including panel review be initiated.
