Increased Federal Funding of the Great Lakes Research Laboratories

NOW THEREFORE BE IT RESOLVED THAT, Great Lakes United petition Congress to increase the funding for federal Great Lakes research programs because of their losses due to inflation since 1980; these programs include , but are not limited to:

(1) NOAA's Great Lakes Environmental Research Laboratory, Ann Arbor, Michigan;
(2) BPA's Large Lakes Research Station, Grosse Isle, Michigan;
(3) Great Lakea research programs funded through the United States Commerce Department'e Sea Grant Program at universities in the Great Lakes Region; and
(4) Great Lakes research program funded through the U . S . Fish and Wildlife Service.

BE IT FURTHER RESOLVED THAT, Great Lakes United support the full annual eleven million dollars funding level authorized in Congress to implement the Great Lakes Amendment to the Clean Water Act.

International Joint Commission Biennial

Therefore be it resolved that Great Lakes United repeats its request that the International Joint Commission hold a Saturday workshop on virtual elimination strategy at the upcoming Seventh Biennial meeting, and

Be it further resolved that the IJC adjust the program schedule for the RAP forum to Saturday or Sunday to accommodate the RAPIPAC members who cannot attend a weekday meeting.

Introduction of Exotic Species into the Great Lakes Ecosystem

THEREFORE, BE IT RESOLVED, that the member organizations of Great Lakes United encourage provincial, state, and federal agencies and academic institutions to proceed expeditiously with such research; AND

BE IT FURTHER RESOLVED, that Great Lakes United and its member organizations request their regulatory agencies to implement, enforce and monitor voluntary and required actions by shippers and other users of Great Lakes resources, to prevent the further introduction of such exotic organisms; AND

BE IT FURTHER RESOLVED, that members of Great Lakes United organizations, and all users of Great Lakes resources in general, be encouraged to take all appropriate individual actions to prevent the further spread of such exotic organisms in the Great Lakes region.

Invasive Species: Federal Actions the Nation Deserves

Although invasive species may cause local damage, their impacts go well beyond state borders. The Office of Technology Assessment’s 1993 report and countless others call for federal action to address invasive species problems, but progress so far has been woefully inadequate. However, there are opportunities to act. We call upon the U.S. Congress and President Bush to immediately take the following steps to benefit our Nation.

Kenosha Diversion

THEREFORE, Great Lakes United demands a formal investigation of the Kenosha diversion by the Wisconsin Justice Department, Wisconsin State Legislature. the Council of Great Lakes Governors and the Michigan Attorney General, to determine how it could occur, what state laws were also broken, how to enforce the cessation of the diversion, and any penalties that may be appropriate.

Kesolution for a Legally Binding Global POPs Treaty

Therefore be it resolved: Great Lakes United calls upon the US and Canadian Federal
Governments to reaffirm their commitments to a strong and effective, legally binding global POPs treaty, and to instruct their POPS negotiating team to revise the stances they have been taking in a number of key areas: Elimination, loopholes, precaution, and final obligation. Be it further resolved that Great Lakcs United will assist its member organizations, other Great Lakes institutions, and other organizations in efforts to convince the US and Canadian governments to revise their POPs negotiating stance in advance of the December rneering in order to assure that a strong and effective, legally binding, global POPs treaty is agreed.

Labour and Environment

THEREFORE BE IT RESOLVED, that Great lakes United create the LABOR AND ENVIRONMENTAL TASK FORCE to develop strategies to support efforts establishing programs at the local, state and provincial levels to compensate and retrain workers so affected; in addition, to support labor participation in decisions regarding process changes and production reorganization to achieve zero discharge; AND

BE IT FURTHER RESOLVED that this Task Force will work to strengthen and build the alliance between labor and environmental organizations to achieve our common goals.

Lake Superior

THEREFORE BE IT RESOLVED, that Great Lakes United calls upon the governments of the United States, Canada, Ontario, Wisconsin, Michigan, and Minnesota to immediately implement a moratorium for new or increased discharges of persistent toxic pollutants to Lake Superior until the International Joint Commission recommendation has been implemented; AND

BE IT FURTHER RESOLVED, that the governments use their statutory authority to designate Lake Superior as an Outstanding National Resource Water (ONRW) for persistent toxic pollutants, the highest protective status given to water bodies under the U.S. Clean Water Act, and that the Lake be given a similar protective status under Canadian law; AND

BE IT FURTHER RESOLVED, that the governments immediately schedule a phase out of the use of chlorine in the pulp and paper industry to eliminate the major point source of persistent toxic pollutants to Lake Superior; AND

BE IT FURTHER RESOLVED, that the governments take other appropriate action to implement the International Joint Commission recommendation for Lake Superior as a demonstration area.

Lake-based Energy Proposals and the Health of Lake Erie

Energy companies view the lakebeds of the Great Lakes as a "new frontier" for the routing of cross-lake oil and gas pipelines and electric transmission lines. Efforts to harvest high-speed winds have also spurred plans to anchor wind energy systems offshore or along the coasts of the Great Lakes. This factsheet provides an overview of the issue.

Land Use

THEREFORE BE IT RESOLVED, that Great Lakes United objects to the City of Erie's proposed zoning regulations. GLU advocates amendments to the proposed zoning package which adhere to the following guidelines:
1. The zoning should protect the environmental health of Presque Isle Harbor.
2. The zoning should guarantee maximum public access.

BE IT FURTHER RESOLVED, that GLU requests that the U.S. EPA, U.S. Fish and Wildlife, the federal Coastal Zone Management Program administrators, and others, as deemed appropriate, investigate Pennsylvania's implementation of the Coastal Zone Managment Program in Erie; and

FINALLY, BE IT RESOLVED, that GLU petition the International Joint Commission to add Presque Isle Bay, Harbor, and the area surrounding Erie , Pennsylvania , to the IJC's list of Areas of Concern in the Great Lakes Basin.

Land Use Land Quality

BE IT RESOLVED THAT Great Lakes United is opposed to the wholesale disposal of these lands to achieve short term objectives of questionable value.

IN AS MUCH AS Land and Water Conservation Funds have been appropriated for the acquisition and development of the Great Lakes National Parks and for acquisition and development of urban parks.

BE IT RESOLVED THAT Great Lakes United stands strongly in support of the release of these funds to acquire and complete these parksystems as intended.

BE IT RESOLVED THAT land use changes which would adversely affect the health of the Great Lakes-St. Lawrence River Basin should be discouraged through economic and regulatory means.

BE IT RESOLVED THAT Great Lakes United opposes such land use changes outside the Great Lakes-St. Lawrence River Basin which would result in the transport of Great Lakes water beyond the physical limits of the Basin water shed.

THEREFORE, BE IT RESOLVED THAT, Great Lakes United encourages that adequate funding levels for government efforts to reduce non-point pollution be establiahed, coordinated and maintained; and

BE IT FURTHER RESOLVED THAT, voluntary coneervatioa measures be achieved through incentives and by example and that local direction for non-point pollution probleme be emphasized as a primary component in such an effort.

Legislative Hearings on Toxic Deposition

THEREFORE, BE IT RESOLVED that Great Lakes United requests the:

United States House of Representative Committee on Energy and Commerce; and
the United states Senate Committee on Environment and Public Works; and
the Canadian Special Committee on Acid Rain; and
the Ontario Legislative Committee on Environment,
to hold (oversight) hearings throughout the Great Lakes Basin on the issue of toxic airborne deposition.

Letter re: Public Consultation during GLWQA Renegotiation

We write today to recommend important changes to the public consultation process for the renegotiation of the Great Lakes Water Quality Agreement. The process outlined by the governments on their January 14 public Webinar is inadequate and unsatisfactory. The process outlined will not provide for sufficient public input that is both relevant and meaningful to you as you renegotiate the agreement. We urge you to re-evaluate your consultation plans and make changes to the process to ensure the public consultation process undertaken this year is as or more robust than the one that the Canadian and U.S. governments followed in their 1987 negotiations.

I am writing on behalf of Great Lakes United to express our support for the proposal to prohibit the buying or selling of live invasive carps, snakeheads and gobies under the Fish and Wildlife Conservation Act. Great Lakes United is an international coalition of approximately 200 environmental and conservation organizations, unions, academia and businesses in the U.S., Canada, First Nations and tribes dedicated to the protection and restoration of the Great Lakes-St. Lawrence River basin.

Letter to Great Lakes Attorney General's regarding Asian carp measures

Letter to the Attorney Generals of Wisconsin, Indiana, Minnesota, New York, Ohio, and Pennsylvania, strongly encouraging them to take legal action to stop the invasion of Lake Michigan and the Great Lakes by Asian carp from the Chicago Sanitary and Ship Canal (CSSC) and Cal-Sag Channel. The letter urges them to consider joining with Michigan, should that state take legal action, and to take independent actions to address this Great Lakes emergency.

Letter to Leaders Regarding the Shipment of Steam Generators

This letter and the accompanying resolution requests immediate action to halt the shipment of sixteen radioactively contaminated nuclear steam generators, each weighing more than 100 metric tonnes, through the Great Lakes and the St. Lawrence Seaway.
