Renegotiation of the Great Lakes Water Quality Agreement

Great Lakes United urges the governments of Canada and the United States not to open the Great Lakes Water Quality Agreement for re-negotiation; and that Great Lakes United urges the governments to redouble their focus on and commitment to implementing the specific commitments made in the 1978 Agreement and the 1987 amendments in order to fulfill the vision of the Agreement for a dean and healthy Great Lakes ecosystem. Great Lakes United especially urges governments to
focus their energies and attention on those commitments in the Agreement to reduce and eliminate persistent toxic pollution through zero discharge, in order to end the toxic pollution that threatens our health.

Resolution on the Need for Strong Pulp and Paper Regulations

Therefore be it resolved that Great Lakes United:

Urges the International Joint Commission to advocate strongly with the U.S. EPA
and Environment Canada to adopt strong rules which eliminate the discharge of
persistent toxic compounds from medical waste incinerators

Urges the International Joint Commission to advocate for and work with the
health care industry to adopt a materials policy which will lead to zero discharge of 4 persistent toxic compounds, and

Urges the U.S. EPA to adopt strong rules to eliminate the formation of dioxin and
the release of mercury by medical waste incinerators, and to encourage the health
care industry to adopt a materials policy which will lead to zero discharge of
persistent toxic substances.

Be it resolved that Great Lakes United establish a Working Group or Task Force on nuclear issues to address these issues, liaise with other Task Forces, and increase Great Lakes United's profile in the nuclear debate.

Resolution concerning Minden Bog

Be it resolved that Great Lakes United opposes the permit issued by the Michigan DEQ and support the EPA in their efforts to enforce Clean Water Act which will limit or prohibit mining of the Minden Bog. Be it further resolved that Great Lakes United oppose any right of way through the state land to facilitate the mining of Minden Bog.

Stop Stream Reconfiguration in Great Lakes basin to Expand Habitat for Non-Native Species

THEREFORE BE IT RESOLVED that Great Lakes United calls on fisheries management units around all of the Great Lakes to stop any further removal of the natural features of streams for the purpose of expanding the habitat for non-native species.

Alternative Non-Incineration Destruction Technology for PCBs Other Historic Chlorinated Hazardous Waste

Therefore be it resolved that, in keeping with the virtual elimination goal and zero discharge policy of the GLWQA, Great Lakes United urges the governments of Canada and the United States to choose methods for destroying stockpiles of PCBs and other chlorinated hazardous waste that meet the following critera:

1. No incineration of chlorinated hazardous waste
2. Alternative, non-incineration technologies must be evaluated on the basis of a 100% destruction efficiency standard
3. Alternative, non-incineration technologies must be closed loop systems
4. Alternative, non-incineration technologies must not be used as an alternative to banning and stopping the generation of hazardous waste.  These technologies must never be used as an excuse not to meet the IJC's goals of zero discharge. Alternative, non-incineration technologies must only be used for the destruction of historic stockpiles of chlorinated hazardous waste, and must never be used for control of process waste.
5. Alternative, non-incineration technologies must not themselves  generate persistent toxic substances or otherwise threaten or endanger human health or the environment
6. All alternative, non-incineration destruction methods should be properly and comprehensively evaluated before applications are approved and their use tightly regulated and controlled by federal, state, provincial and municipal authorities
7. Destruction, transportation and/or handling of these substances shall not pose additional risk to human health and/or the envionment
8. All proposals must pay particular attention to occupational health and safety issues.  Potential risks from occupational exposure should be monitored and fully disclosed to all employees.
9. All communities and workers have a right to fully participate and accept or reject destruction proposals.
10. Potential host communities should be fully consulted before implementation of destruction programmes, with all available data fully disclosed.  Emergency response plans shall be developed with host community input.
11. Destructio nof wates should be paid for by the generator of such wastes.

First Nations Inclusion

THEREFORE BE IT RESOLVED THAT Great Lakes United amend Article VI of its By-Laws to read:

"There shall be twelve (12) Directors-at-large, five (5) residing in Canada with no more than four (4) from any single Province, five (5) residing in the United States with no more than three (3) from any single state, and at least two (2) positions filled by First Nations/Tribal representatives, with at least one residing in Canada or in sovereign First Nations territory within the borders of Canada and one residing in the US or sovereign Nation within the borders of the US; six Regional Directors; and one Director who is the immediate Past-President" and

FURTHERMORE BE IT RESOLVED THAT Great Lakes United amend Article IX Section 2.B "Quorum" to read:
"At any meeting of the Board of Directors, at least twelve members of the Board shall be necessary to consume a quorum for the transaction of business, and the actions of the majority, but no less than nine of the Directors present at a meeting at which quorum is present, shall be the actions of the Board of Directors."

Promote Giving for Great Lakes Issues and Organizations

THEREFORE, Be it resolved, Great Lakes United (GLU) would investigate establishing and promoting "Give Greatly" campaign to encourage individuals, foundations and companies to give of their time, talent and resources to the betterment of the Great Lakes environment. The "Give Greatly" campaign might involve:

  • Establishing a "Give Greatly" committee to oversee the campagin
  • Promote "Give Greatly" at public hearings
  • Encourage GLU membership organizations to promote "Give Greatly"
  • Incorporate "Give Greatly" into public presentations and articles
  • Work with community foundations to encourage their leadership of and funding for Great Lakes issues and organizations, beginning with 21 community foundations belonging to the Great Lakes Community Collaborative (5 of GLU's public hearings will be held in communities where Collaborative members are located [Detroit, Sault St. Marie, Duluth, Buffalo, Toronto]).

Therefore BE IT RESOLVED that in regard to the pressing issue of radionuclides in the Great Lakes Basin affecting HUMAN HEALTH, the IJC shall elevate this work to the HIGH PRIORITY ranking, and

Be it FURTHER RESOVLED that all necessary funding for effective monitoring be made available on a priority basis and all data from semi-annual reports be made available to the public.

genetically engineered crops; AND BE IT FURTHER RESOLVED that as an interim measure all GE foods presently on the market be immediately labeled as such; and BE IT FINALLY RESOLVED that GLU opposes patents on life.

THEREFORE BE IT RESOLVED that Great Lakes United calls on the Federal Cabinet to immediately overrule the Minister's decision and direct her to make preparations for a full, independent panel environmental assessment hearing to fully address the health and social concerns expressed by the public.

Resolution on the export of garbage

THEREFORE BE IT RESOLVED that GLU urges maximum waste reduction, reuse, recycling
and composting efforts to dramatically reduce the waste of valuable resources and the contamination of the environment through disposal; AND BE IT FURTHER RESOLVED that GLU opposes the export of garbage korn communities where the garbage is generated; and BE IT FINALLY RESOLVED that GLU supports legislation prohibiting the flow of waste from one region to another, including legislation that will give individual states, provinces, municipalities, and tribal and First Nation territories the authority to prohibit the flow of such
waste across their borders.

Resolution against the shipment of weapons-grade plutonium mixed oxide (MOX) fuel for nuclear reactors in the Great Lakes basin

NOW THEREFORE BE IT RESOLVED that Great Lakes United call on the Canadian
Government to adopt the SCFAIT recommendation #8 to reject the burning of MOX he1 and failing that, that no shipment of MOX he1 for testing be undertaken into Ontario until all the above concerns are fully addressed in comprehensive, thorough public hearings held by an independent panel of experts.

Resolution on water level regulations

THEREFORE BE IT RESOLVED that the International Joint Commission is asked to fulfill the recommendations and objectives of Phase II of the Levels Reference Study for continued examination of the interests and issues identified, undertake science-based impact analyses of current and future water levels regulation plans, and release the results of these investigations to the public for review and input.

Restoration of Coastal Brook Trout in Lake Superior

NOW THEREFORE BE IT RESOLVED that Great Lakes United enthusiastically supports full rehabilitation and restoration of the native coaster brook trout in Lake Superior and its tributary waters;

AND BE IT FURTHER RESOLVED That GLU calls upon all citizens of the Lake Superior Basin and especially on all of the state, provincial, First Nation, and tribal governments in the Basin to expeditiously take all of the necessary steps to assure that their respective fishery management agencies both can and do implement plans leading to the maximum possible rehabilitation and restoration of the native coaster brook trout to the waters and tributaries of Lake Superior;

AND BE IT FURTHER RESOLVED that it calls on the Great Lakes Fishery Commission and especially on its Lake Superior Committee to modify their Joint Strategic Plan, Fish Community Objectives and other policies to accommodate the maximum possible restoration of the native coaster brook trout to the waters and tributaries of Lake Superior;

AND BE IT FURTHER RESOLVED that it calls on the Great Lakes Fishery Commission and its Lake Huron and Lake Michigan Committees to evolve plans for the restoration of coaster brook trout in Lakes Huron and Michigan;

AND BE IT FINALLY RESOLVED that it calls on the federal governments of the United States and Canada, especially their wildlife and environmental agencies, on public and private charitable foundations, and on North American private environmental and conservation organizations to support, to undertake and to provide resources for a broad initiative to conduct the research, to restore the habitat in and the hnctionality of rivers and coastal areas, to develop the restoration stocking capacity, and to implement the regulations that are necessary to rehabilitate and restore the stocks of the unique coaster brook trout to the waters of the Upper Great Lakes.
