Invasive Species: Federal Actions the Nation Deserves

Although invasive species may cause local damage, their impacts go well beyond state borders. The Office of Technology Assessment’s 1993 report and countless others call for federal action to address invasive species problems, but progress so far has been woefully inadequate. However, there are opportunities to act. We call upon the U.S. Congress and President Bush to immediately take the following steps to benefit our Nation.

THEREFORE BE IT RESOLVED: That the Canadian Autoworkers recommends to Transport Canada that the goals of the supplement to the reconnaissance study be to: Examine the engineering needs and costs associated with maintaining the benefit of domestic shipping and jobs to the regional economy, and examine the economic justification of continued access by foreign ships to the Great Lakes basin.

Mandatory Ballast Water Management Program for U.S. Waters

I am writing on behalf of Great Lakes United to comment on the proposed rulemaking, “Mandatory Ballast Water Management Program for U.S. Waters.” In this proposed rulemaking, the U.S. Coast Guard is “proposing to convert the voluntary ballast water management program into a mandatory ballast water management program” thereby increasing the Coast Guard’s “ability to protect against introductions of new non-indigenous species via ballast water discharge.” In the proposed rulemaking the Coast Guard notes that the mandatory ballast water management program proposed nationwide is already mandatory for vessels entering the Great Lakes.

Resolution for a nuclear-free Québec

Therefore be it resolved that Great Lakes United urges the Government of Quebec to: not to approve the expansion of the outdoor high-level radioactive waste facility at Gentilly-2, and instruct the Board of Directors of Hydro-Quebec not to approve the planned repairs of the Gentilly-2 reactor, and announce as a matter of public policy that Quebec will be the first jurisdiction in North America to phase out of nuclear power as of 2008 at the latest, by which time Gentilly-2 will be permanently shut down, and announce as a matter of public policy that funds which would have been allocated to the repair of Gentilly- 2 will instead be invested in community-based energy conservation projects throughout Quebec.

Resolution on nuclear installation safety and security

Be it therefore resolved that Great Lakes United calls on the International Joint Commission to strongly recommend that the Parties: legislate a ban on the restart of laid-up nuclear reactors and on new nuclear power projects, and require nuclear plant owners and operators to immediately stop placing radioactive spent fuel containers at the shores of the Great Lakes, and Be it further resolved that Great Lakes United calls on the International Joint Commission to strongly recommend to the Parties power generated from nuclear and fossil-fueled stations be replaced by mandated energy conservation and renewable energy generation at an accelerated pace.

Resolution to plan energy transitions to prevent environmental Iimpacts on water levels

Therefore be it resolved that Great Lakes United urge Great Lakes basin governments to create comprehensive, long-term energy strategies with extensive public input, addressing among other things: the environmental impacts of manipulating Great Lakes basin water flows to facilitate short-term increases in the output of existing hydroelectric power plants to meet temporary energy shortfalls, and the environmental impacts of new hydroelectric power dams, particularly those proposed in previously undammed rivers.

A resolution calling for separation of the Mississippi River and Great Lakes basins

Therefore be it resolved that Great Lakes United recommends to the State of Illinois, the Mayor of Chicago and the governments of the United States and Canada that a comprehensive study about ways to achieve true separation of the Mississippi River and Great Lakes basins be performed by expert entities, and Be it further resolved that this study be completed within two years, followed by immediate implementation of study recommendations to separate the Mississippi River and Great Lakes basins and protect the two watersheds from transfer of invasive species.

Resolution regarding the U.S. Army Corps of Engineers supplement to the reconnaissance report on the Great Lakes navigation system review

Therefore be it resolved that Great Lakes United urges Congress to require full Canadian participation in the design and implementation of the Supplement Report as a condition of further funding, and Be it further resolved that Great Lakes United urges Congress to require the Corps to work with other federal agencies and the Canadian government to agree on binational goals and objectives of the Supplement Report, including the following: To assess cumulative environmental damage and socioeconomic losses related to past commercial navigation system construction and operation, and To assess the engineering needs, economic benefits, and environmental and socioeconomic costs, both indirect and cumulative, associated with maintaining the current commercial navigation system, and. To examine the national and regional socioeconomic justification and environmental consequences of continuing foreign commercial shipping through the Great Lakes ecosystem.

Yesterday in Washington, D.C. Senators Carl Levin (D-MI) and Susan Collins (R-ME) and Representatives Wayne Gilchrest (R-MD) and Vernon Ehlers (R-MI) introduced the National Aquatic Invasive Species Act of 2003 (NAISA) to Congress. Senate bill number S.525, House of Representatives bill number H.R. 1080 and H.R. 1081.

Comments on proposed rulemaking “Penalties for Non-Submission of Ballast Water Management Reports”

Great Lakes United believes this proposed rule is essential to improve, adopt and fully implement, as 72% of the invaders that have established since 1959 are from the ballast discharge of ocean-going ships (Reid, et al, 2002). In general, Great Lakes United supports the provisions under the proposed rule, “Penalties for Non-Submission of Ballast Water Management Reports” that require mandatory Ballast Water Management reporting and would apply penalties to ships operating without the required reports. Great Lakes United believes that strong enforcement and application of penalties are needed to analyze the effectiveness of existing ballast water management requirements-- requirements created to protect the Great Lakes from invasive species.

The Great Lakes and Aquatic Invasive Species

Factsheet on invasive species. Biological invaders have wreaked havoc on the Great Lakes ecosystem and have caused severe economic hardship to the people of the region. The Great Lakes remain extremely vulnerable to new invasions, underscoring the critical need to prevent the introduction of new invasions from the #1 vector: foreign-ships’ ballast water. Once a species invades and takes hold, it is here to
stay. The economic cost of these and other invaders is in the billions of dollars annually. The environmental costs are immeasurable.

YUCCA MOUNTAIN RESOLUTION

BE IT RESOLVED, that Great Lakes United is on record as opposing any and all legislation which would override the State of Nevada’s Notice of Disapproval and which would require radioactive waste transportation near or through the Great Lakes states to Yucca Mountain;

And BE IT RESOLVED, that Great Lakes United supports the creation of an independent presidential commission to re examine the U.S. national radioactive waste policy.
