Resolution on Pickering "A" Nuclear Station

THEREFORE BE IT RESOLVED THAT:(1) Great Lakes United rcspcctfi~llyrc quests Canada's Minister of the Environment to appoint an independent panel to review the re-start of the Pickering "A" nuclear station; and (2) Great Lakes United respectfully requests the Environment Minister to instruct the panel to reconsider the scope of the review, and to include amongst other issues the review of a severe accident with loss of containment, alternative means of generating electricity, and an economic evaluation of the re-start proposal and its alternatives.

Resolution on Regulating Mine Effluent

THEREFORE BE IT RESOLVED, that Great Lakes United, in concert with its member
groups, will exert pressure upon the federal government of Canada to ensure that the following elements are in place prior to passing the revised regulation into law: Acute lethality tests based on both rainbow trout and Daphnia magna; Lowered limits for pollutants on the MMLER list of substances; A legal link between the Environmental Effects Monitoring Program and the regulation; A national toxicity registry to give Canadians access to important monitoring information.

Resolution on Protecting the Zoar Valley Multiple Use Area

THEREFORE BE IT RESOLVED that Great Lakes United hereby supports full protection of all old growth from any logging or disturbance in Zoar Valley Multiple Use Areas and; BE IT FURTHER RESOLVED that Great Lakes United opposes any logging in the Valentine Flats and; BE IT FURTHER RESOLVED that Great Lakes United supports keeping Valentine Flats off limits to motorized vehicles.

Resolution on Alternative Sea Lamprey Controls

THEREFORE BE IT RESOLVED that Great Lakes United commends the U.S. Government for
recognizing the importance of sea lamprey control and the need to pursue alternatives to lampricides; BE IT FURTHER RESOLVED that Great Lakes United commends the Canadian Federal Government for its increased commitment to the program; BE IT FINALLY RESOLVED that Great Lakes United urges the Congress of the United States to fund the commission at the proposed $12 million level so that it can continue to suppress sea lamprey populations in the Great Lakes while improving implementation and research into alternative sea lamprey control techniques.

A Resolution on the Elimination of Commercial Timber Extraction on Federal Lands

THEREFORE BE IT RESOLVED that Great Lakes United supports prohibition of logging for the purpose of commercial timber extraction on federal lands, as the first step towards managing Great Lakes forested ecosystems sustainably.

Resolution Against Public Subsidies from Nuclear Power in the Great Lakes

THEREFORE BE IT RESOLVED that governments be requested to legislate the permanent
closure and decommissioning of theses reactors and withdraw any and all publicly funded subsidies,and; BE IT FURTHER RESOVLED that all those public subsidies immediately be shifted into new decentralized generation facilities using clean and safe, sustainable renewable energy sources to help restore and maintain the chemical, physical and biological integrity of the waters of the Great Lakes
Basin ecosystem.

Resolution to Adopt Advocating Removal of the Robert Moses Parkway

THEREFORE BE IT RESOLVED, that Great Lakes United members advocate the removal
of the 5.5 miles of four lanes of concrete Robert Moses Parkway between Niagara Falls, New York, and Lewiston, New York, and the land be restored with trees, long-grass wildflower meadows in accord wirh Frederick Law Olmstead and Calvert Vaux's philosophy of natural parks, to be complemented by gorgetop hiking and biking trails to run the entire length.

Kesolution for a Legally Binding Global POPs Treaty

Therefore be it resolved: Great Lakes United calls upon the US and Canadian Federal
Governments to reaffirm their commitments to a strong and effective, legally binding global POPs treaty, and to instruct their POPS negotiating team to revise the stances they have been taking in a number of key areas: Elimination, loopholes, precaution, and final obligation. Be it further resolved that Great Lakcs United will assist its member organizations, other Great Lakes institutions, and other organizations in efforts to convince the US and Canadian governments to revise their POPs negotiating stance in advance of the December rneering in order to assure that a strong and effective, legally binding, global POPs treaty is agreed.

Resolution to Restore Native Fish to the Great Lakes

THEREFORE BE IT RESOLVED that Great Lakes go on record in favor of an extensive program to bring native fish populations up to levels supportable by the forage base through restoration, and that further stocking of non-native fish species be annually reduced until final elimination of such stocking is achieved.

THEREFORE BE IT RESOLVED that GLU supports an immediate moratorium on the growing of
genetically engineered crops; AND BE IT FURTHER RESOLVED that as an interim measure all GE foods presently on the market be immediately labeled as such; and BE IT FINALLY RESOLVED that GLU opposes patents on life.

THEREFORE BE IT RESOLVED that Great Lakes United calls on the Federal Cabinet to immediately overrule the Minister's decision and direct her to make preparations for a full, independent panel environmental assessment hearing to fully address the health and social concerns expressed by the public.

Resolution on the export of garbage

THEREFORE BE IT RESOLVED that GLU urges maximum waste reduction, reuse, recycling
and composting efforts to dramatically reduce the waste of valuable resources and the contamination of the environment through disposal; AND BE IT FURTHER RESOLVED that GLU opposes the export of garbage korn communities where the garbage is generated; and BE IT FINALLY RESOLVED that GLU supports legislation prohibiting the flow of waste from one region to another, including legislation that will give individual states, provinces, municipalities, and tribal and First Nation territories the authority to prohibit the flow of such
waste across their borders.

Resolution against the shipment of weapons-grade plutonium mixed oxide (MOX) fuel for nuclear reactors in the Great Lakes basin

NOW THEREFORE BE IT RESOLVED that Great Lakes United call on the Canadian
Government to adopt the SCFAIT recommendation #8 to reject the burning of MOX he1 and failing that, that no shipment of MOX he1 for testing be undertaken into Ontario until all the above concerns are fully addressed in comprehensive, thorough public hearings held by an independent panel of experts.

Resolution on water level regulations

THEREFORE BE IT RESOLVED that the International Joint Commission is asked to fulfill the recommendations and objectives of Phase II of the Levels Reference Study for continued examination of the interests and issues identified, undertake science-based impact analyses of current and future water levels regulation plans, and release the results of these investigations to the public for review and input.

Restoration of Coastal Brook Trout in Lake Superior

NOW THEREFORE BE IT RESOLVED that Great Lakes United enthusiastically supports full rehabilitation and restoration of the native coaster brook trout in Lake Superior and its tributary waters;

AND BE IT FURTHER RESOLVED That GLU calls upon all citizens of the Lake Superior Basin and especially on all of the state, provincial, First Nation, and tribal governments in the Basin to expeditiously take all of the necessary steps to assure that their respective fishery management agencies both can and do implement plans leading to the maximum possible rehabilitation and restoration of the native coaster brook trout to the waters and tributaries of Lake Superior;

AND BE IT FURTHER RESOLVED that it calls on the Great Lakes Fishery Commission and especially on its Lake Superior Committee to modify their Joint Strategic Plan, Fish Community Objectives and other policies to accommodate the maximum possible restoration of the native coaster brook trout to the waters and tributaries of Lake Superior;

AND BE IT FURTHER RESOLVED that it calls on the Great Lakes Fishery Commission and its Lake Huron and Lake Michigan Committees to evolve plans for the restoration of coaster brook trout in Lakes Huron and Michigan;

AND BE IT FINALLY RESOLVED that it calls on the federal governments of the United States and Canada, especially their wildlife and environmental agencies, on public and private charitable foundations, and on North American private environmental and conservation organizations to support, to undertake and to provide resources for a broad initiative to conduct the research, to restore the habitat in and the hnctionality of rivers and coastal areas, to develop the restoration stocking capacity, and to implement the regulations that are necessary to rehabilitate and restore the stocks of the unique coaster brook trout to the waters of the Upper Great Lakes.

Green Vehicle Challenge

THEREFORE BE IT RESOLVED that Great Lakes United supports the goals of the Green Vehicle Challenge, a campaign which challenges vehicle manufacturers to produce vehicles in the near-term that meet a strong green standard, meeting the following criteria:

  • Fuel Efficiency, 1.5 time s the fleet average for that vehicle's class
  • Tailpipe Emissions, meeting California's ULEV standard's or better
  • Clean Manufacturing, that includes best-in-class paintinglcoating, elimination of
  • substances of concern and design for recyclability/recycled content

AND BE IT FURTHER RESOLVED that GLU supports a pledge campaign to collect commitments from vehicle consumers and fleet purchasers to purchase green vehicles if made available;

AND BE IT FURTHER RESOLVED that GLU support policy initiatives, such as financial incentives and extended product responsibility, to promote the goals of the campaign;

AND BE IT FlNALLY RESOLVED that GLU supports the development of transition strategy to maintain and create jobs in the Great Lakes region while moving to greener vehicles.

Ballast Water Discharge

THEREFORE BE IT RESOLVED that Great Lakes United urges that the Governments of Canada and
the United States should:

  • Establish and implement scientifically defensible standards for ballast water discharge that will eliminate the risk of new introductions of exotic species. Accordingly, the governments should follow the International Joint Commission's recommendation in its 91h Biennial Report to move from "studying" ballast water issues to "taking action" to eliminate the risk of new introductions.
  • Require that ships built after 2004 meet these standards
  • Require ballast exchange or accepted alternative by ships built before 2005.
  • Lead a coordinated, vigorous research program to design and retrofit ships to prevent the introduction of new species in the Great Lakes.
  • Not sign international agreements that preempt effective and enhanced protection of the Great Lakes.

RESOLUTION CALLING ON ALL GREAT LAKES STATES AND PROVINCES TO STOP FURTHER RECONFIGURATION OF STREAMS TO ALLOW INTRODUCED EXOTIC FISH ACCESS TO UPSTREAM AREAS

THEREFORE BE IT RESOLVED that Great Lakes United calls on fisheries management units around all of the Great Lakes to stop any further removal of the natural features of streams for the purpose of expanding the habitat for non-native species.

Therefore BE IT RESOLVED that in regard to the pressing issue of radionuclides in the Great Lakes Basin affecting HUMAN HEALTH, the IJC shall elevate this work to the HIGH PRIORITY ranking, and

Be it FURTHER RESOVLED that all necessary funding for effective monitoring be made available on a priority basis and all data from semi-annual reports be made available to the public.
