A Better Seaway: Seven Principles to Guide Sustainable Shipping on the Great Lakes-St. Lawrence River

Since the Seaway opened on June 26th,1959, the environmental and economic damage brought on by opening the Great Lakes to international ships has been significant. These principles address a broad range of environmental impacts including: invasive species, climate change, Seaway expansion, air emissions, ship-borne pollution, ice-breaking, and governance issues. While international vessels have been a focal point for many of the environmental impacts associated with shipping on the Great Lakes, particularly invasive species, the principles also address domestic operations.

A resolution calling for separation of the Mississippi River and Great Lakes basins

Therefore be it resolved that Great Lakes United recommends to the State of Illinois, the Mayor of Chicago and the governments of the United States and Canada that a comprehensive study about ways to achieve true separation of the Mississippi River and Great Lakes basins be performed by expert entities, and Be it further resolved that this study be completed within two years, followed by immediate implementation of study recommendations to separate the Mississippi River and Great Lakes basins and protect the two watersheds from transfer of invasive species.

A Resolution in support of Ecological Separation of the Mississippi and Great Lakes basins (Advisors to the GLFC)

A joint resolution from the U.S. and Canadian advisors to the Great Lakes Fishery Commission supporting the ecological separation of the Mississippi River basin from teh Great Lakes basin, and calling upon the Great Lakes Fishery Commission to support this position. The resolution also expressses frustration that aquatic invasive species continue to menace the Great Lakes ecosystem after decades of experience with the ecological, social, and economic devastation to the Great Lakes region by exotic species such as sea lamprey, zebra mussels, and the more than 180 other species that have invaded and continue to invade the Great Lakes as a result of legislative and regulatory inaction, and call for immediate implementation of the recommendations of the Great Lakes Regional Collaboration to address all major invasive species pathways.

Therefore be it resolved that Great Lakes United recommend that:
The Great Lakes Fishery Commission requests the regulators of Great Lakes states on the 316b fish kill permits to adopt short and long terms and conditions to 3316b intake permits.

The Great Lakes Fishery Commission requests that there also be a permit term and condition that would require payment to the Great Lakes Fishery Trust based on the quantity and type of fish kills to aide in research and programs that support and sustain fish in the Great Lakes.

Great Lakes states, provinces, tribes and First Nations adopt short and long terms and conditions to hydroelectric intake permits.

A resolution on artificial reefs for restoration of fish habitat

Therefore be it resolved that Great Lakes United supports and prioritizes the restoration of natural reefs and aquatic habitat that have been destroyed or degraded due to human activity over the construction of artificial reefs.

A Resolution on the Declaration of Decommissioned Nuclear Power Reactor Sites and Subsequent Land Transfers

Therefore be it resolved that Great Lakes United strongly advises respective governments and jurisdictions to closely scrutinize the process and declaration of a decommissioned nuclear power reactor as "greenfield" or "brownfield". That a thorough, independent investigation to determine site characterization; liabilities; declarations of legacy contaminations; binding agreements; jurisdictional authority all be conducted prior to declaration of site status and prior to any transfer or lease of said properties. If after this scrutinization
remediation is indicated, then it is advised that remediation occur at the expense of current owner of said properties with a specific time table.

THEREFORE BE IT RESOLVED that Great Lakes United supports prohibition of logging for the purpose of commercial timber extraction on federal lands, as the first step towards managing Great Lakes forested ecosystems sustainably.

THEREFORE BE IT RESOLVED that the Canadian government, and specifically the Minister of Natural Resources, and the agency under the Minister's direction, the Canadian Nuclear Safety Commission, introduce and support legislation to make generators keep their intermediate grade radioactive waste safe-guarded at point of origin.

Therefore be it resolved that Great Lakes United ask the Prime Minister of Canada to direct the Minister of Natural Resources to immediately amend the Nuclear Liability Act to increase the mandatory operator held insurance coverage to the present international monetary level and update and amend the Nuclear Liability Act at least at every five year interval.

Therefore be it resolved that Great Lakes United calls on our federal, state and provincial governments to immediately shift taxpayer funds away from fossil fuels and nuclear power into support for distributed renewable energy generators, energy efficiency, and conservation measures, to massively reduce greenhouse gas emissions and their health and environmental harms, and urgently try to mitigate as much as possible the effects of global warming and climate change.

A way forward: Strengthening decision-making and accountability under the Great Lakes Water Quality Agreement

This report focuses on the role and actions of the federal governments (with a particular emphasis on the Canadian government), the Binational Executive Committee, and the International Joint Commission. The report is viewed principally through the lens of the Great Lakes Water Quality Agreement, an historic pollution prevention document signed by Canada and the United States. The authors call for the two governments to reinvigorate leadership on clean-up and protection through the present review and possible renegotiation of the Agreement, and to fully involve the public throughout this process.

Annual Losses to Great Lakes Region by Ship-borne Invasive Species at least $200 Million

Preliminary research suggests that the annual cost to the Great Lakes region from invasive species introduced by shipping may be upwards of $200 million dollars a year because invasions limit the ability of the natural ecosystem to support fisheries, raw water uses, and wildlife watching. This factsheet explores some of these first findings.

Asian carp Factsheet: Unraveling the science behind the bighead carp found in Lake Calumet

A new report has been released which attempts to determine the life history of the bighead carp captured on June 22, 2010, in Lake Calumet, just 6 miles from Lake Michigan. Great Lakes United, in partnership with Alliance for the Great Lakes, Healing Our Waters Coalition, National Wildlife Federation, Natural Resources Defense Council, and Prairie Rivers Network have produced a factsheet to unravel the science and clear up some of the misconceptions behind the bighead carp found in Lake Calumet.

Asian Carp Prevention and Control Act sign on

Ballast Water Control and Management Regulations

The Great Lakes United coalition applauds efforts to amend the Shipping Act to better protect waters of the Great Lakes, St. Lawrence River, and the nation. We stress that such action has been strongly supported by the federal government in the “Government Response to the 4th Report of the Standing Committee on Fisheries and Oceans- Aquatic Invasive Species: Uninvited Guests”. In this response,
the government expressed support for the committee recommendation “that as a matter of priority, standards for the treatment of ballast water be developed, implemented and fully enforced” (Recommendation 6). We encourage the government to demonstrate support by immediately amending, implementing and enforcing changes to the Shipping Act that significantly increase protection of national waters from the ecologically and economically devastating impacts of aquatic invasive species originating from the ballast tanks.
