Resolution Against Public Subsidies from Nuclear Power in the Great Lakes

THEREFORE BE IT RESOLVED that governments be requested to legislate the permanent
closure and decommissioning of theses reactors and withdraw any and all publicly funded subsidies,and; BE IT FURTHER RESOVLED that all those public subsidies immediately be shifted into new decentralized generation facilities using clean and safe, sustainable renewable energy sources to help restore and maintain the chemical, physical and biological integrity of the waters of the Great Lakes
Basin ecosystem.

THEREFORE BE IT RESOLVED, that Great Lakes United members advocate the removal
of the 5.5 miles of four lanes of concrete Robert Moses Parkway between Niagara Falls, New York, and Lewiston, New York, and the land be restored with trees, long-grass wildflower meadows in accord wirh Frederick Law Olmstead and Calvert Vaux's philosophy of natural parks, to be complemented by gorgetop hiking and biking trails to run the entire length.

Kesolution for a Legally Binding Global POPs Treaty

Therefore be it resolved: Great Lakes United calls upon the US and Canadian Federal
Governments to reaffirm their commitments to a strong and effective, legally binding global POPs treaty, and to instruct their POPS negotiating team to revise the stances they have been taking in a number of key areas: Elimination, loopholes, precaution, and final obligation. Be it further resolved that Great Lakcs United will assist its member organizations, other Great Lakes institutions, and other organizations in efforts to convince the US and Canadian governments to revise their POPs negotiating stance in advance of the December rneering in order to assure that a strong and effective, legally binding, global POPs treaty is agreed.

Resolution to Restore Native Fish to the Great Lakes

THEREFORE BE IT RESOLVED that Great Lakes go on record in favor of an extensive program to bring native fish populations up to levels supportable by the forage base through restoration, and that further stocking of non-native fish species be annually reduced until final elimination of such stocking is achieved.

Resolution for a Ban on Diversions Out of Sub-Basin Watersheds

Therefore be it resolved that Great Lakes United urges the provinces, states, federal and first nation governments of the Great Lakes and St. Lawrence River basin to put in place bans on new diversions from the individual surface and groundwater watersheds of the basin, such watersheds to e defined as small as scientifically justified, but no larger than major river watersheds.

Moratorium on New High-Capacity Groundwater Wells

Therefore be it resolved that Great Lakes United urges the state, provincial and First Nations governments of the Great Lakes and St. Lawrence River basin to institute a moratorium on the siting fo new high-capacity groundwater wells within the basin until the governments have put into law and regulation:
1. A comprehensive means for assessing the ecological impacts of groundwater removal by high-capacity wells and,
2. A standard for judging the acceptability of such groundwater removal operations of “no significant harm” without reference to mitigation and,
3. A system of both indemnification and compensation for any harm that may at some
future time be discovered to have been caused by such groundwater removal operations.

take effective steps to preserve the Ojibway Industrial Site (Ojibway Shores) as a natural area.

Therefore be it resolved that Great Lakes United and its member organizations
implement the following strategies: Urge the immediate passage of federal legislation banning new oil and gas drilling in the Great Lakes and directional drilling under the Great Lakes; and, continue to seek a permanent moratorium on drilling on a statewide and provincewide basis.

Resolution Opposing Open Water Aquaculture Facilities in the Great Lakes

Therefore be it resolved that Great Lakes United support a moratorium on new open water aquaculture facilities until a proven method for environmental assessment can be used to critically examine the suitability and placement of new facilities and during permit reviews in the Great Lakes-St. Lawrence River.

Resolution Applauding Canada’s Decision to Ratify the Stockholm Convention on Persistent Organic Pollutants, and Calling on the US Senate to Ratify the Convention in this Session

Therefore be it resolved that Great Lakes United: Congratulates Canada and applauds its action to become the first country to ratify the
Stockholm Convention on POPs; Urges President Bush, through his staff and advisors, to expeditiously transmit the POPs Treaty to the US Senate for its “advice and consent” to ratification; Urges the United States Senate to ratify the Stockholm Convention in this first session of the 107th Congress so that the United States will also be one of the early countries to ratify the Convention and set an example of leadership for other countries to follow.

Be it further resolved that Great Lakes United calls for environmentally sound scientific criteria for the issuance of permits across the wide range of aquatic habitats in the Great Lakes-St. Lawrence River basin.

Therefore be it resolved that Great Lakes United request the United States and Canadian governments to negotiate a new agreement on Great Lakes-St. Lawrence River
biodiversity and habitat for the protection and restoration of the Great Lakes-St.
Lawrence River ecosystem.

Resolution on the Prevention of Aquatic Nuisance Species Introductions into the Great Lakes-St. Lawrence River Basin

Great Lakes United urges the governments of Canada and the United States to: Assess all vectors of ANS introductions, including intentional and unintentional, into the Great Lakes and determine the relative risk of each vector. Develop an action plan to prioritize and prevent ANS introductions from all vectors with set implementation deadlines. Develop mandatory federal enforcement programs for implementation of the action plan insuring provisions for citizen suit. Set criteria and standards for ballast water treatment and management that are subject to guaranteed periodic review and revision and that effectively reduce transfers of invasive organisms into and within the Great Lakes. Create and implement a thorough and effective screening process to ensure all policies, treatments and technologies are environmentally sound (as defined in the National Invasive Species Act).

YUCCA MOUNTAIN RESOLUTION

BE IT RESOLVED, that Great Lakes United is on record as opposing any and all legislation which would override the State of Nevada’s Notice of Disapproval and which would require radioactive waste transportation near or through the Great Lakes states to Yucca Mountain;

And BE IT RESOLVED, that Great Lakes United supports the creation of an independent presidential commission to re examine the U.S. national radioactive waste policy.

THEREFORE BE IT RESOLVED that Great Lakes United: Demand that the governments of states and provinces possessing Great Lakes shoreline sand dunes ban the mining of Great Lakes shoreline sand dunes; Demand that industry turn to alternative sources of sand and that these sands are extracted with as little environmental impact as possible; Demand that industry develop alternative, low impact technologies to end their dependence on sand; Demand that the governments of states and provinces possessing Great Lakes shoreline sand dunes follow steps prescribed.

Expansion of high level nuclear waste storage at the Bruce Nuclear Complex on the shoreline of Lake Huron, Canada

NOW THEREFORE BE IT RESOLVED that Great Lakes United calls upon the Canadian Government to halt construction of the new high level radioactive waste storage facility at the Bruce nuclear complex until such time the above concerns are fully addressed complete with meaningful and thorough public hearings in Michigan and the United States; and BE IT ALSO RESOLVED that Great Lakes United reconfirms our previous resolutions calling upon the U.S. and Canadian Governments to begin to immediately phase out all nuclear power plants within the Great Lakes Basin, and to utilize and research less ecologically devastating forms of energy, including but not limited to energy conservation, energy efficiency, solar and wind energy.

THEREFORE BE IT RESOLVED that Great Lakes United calls on the U.S. Congress to immediately stop the Great Lakes Navigation System review, and calls on the Canadian Government to withhold financial or administrative support to the said study.

Resolution to establish a Lake Huron Outflow Monitoring Board

Therefore be it resolved that Great Lakes United approach both federal governments and request in the strongest terms possible that the International Joint Commission establish with the utmost dispatch a bilateral Lake Huron Outflow Monitoring Board for water quantity;and, Therefore be it further resolved that Great Lakes United recommend to the International Joint Commission that the new Lake Huron Outflow Monitoring Board include at least one member who possesses a comprehensive understanding of ecosystem management.

Resolution to Support Municipal Bylaws to Restrict the Use of Cosmetic Pesticides on Public and Private Property

Therefore Be It Resolved That Great Lakes United (GLU) supports the adoption of municipal bylaws and ordinances in Canada and the United States to restrict the use of cosmetic pesticides on public and private property; and Be It Further Resolved That GLU communicate this support to municipal associations (eg. Federation of Canadian Municipalities), the International Conference of Great Lakes Mayors, public health associations, provincial and state governments; and Be It Finally Resolved That GLU support efforts to improve federal and provincial/state pesticide regulations.

THEREFORE BE IT RESOLVED that the Canadian government, and specifically the Minister of Natural Resources, and the agency under the Minister's direction, the Canadian Nuclear Safety Commission, introduce and support legislation to make generators keep their intermediate grade radioactive waste safe-guarded at point of origin.

THEREFORE BE IT RESOLVED: That the Canadian Autoworkers recommends to Transport Canada that the goals of the supplement to the reconnaissance study be to: Examine the engineering needs and costs associated with maintaining the benefit of domestic shipping and jobs to the regional economy, and examine the economic justification of continued access by foreign ships to the Great Lakes basin.
